About Judy!

Judy was born and raised on the East Coast. She graduated with honors from the University of Massachusetts with a major in Economics and a secondary degree in Political Economy.

While attending school, Judy was a paralegal at the Massachusetts Legal Aid Society, specializing in housing and consumer law.  Upon graduation, she worked as a business forecaster, consulting Fortune 100 companies, making economic forecasts, and performing financial analyses.

Judy then went on to earn her certified Real Property Appraiser’s license and a certificate in Principles of Taxation and Administration. With her economics and business forecasting background, she honed her skills as a Manager in the City of Boston Assessor’s Residential and Real Property offices. She also managed one of the city’s Affordable Housing Programs.

In mid-life, Judy decided to become a Chiropractor. She attended Palmer College in Sunnyvale and graduated Summa Cum Laude.  She practiced in the Bay Area for over ten years before moving to Manteca.

Upon moving to Manteca, Judy promptly brought her experience and expertise to the community.  She began attending the City Council meetings regularly. She was soon appointed a Manteca Planning Commissioner, where she now serves as the Planning Commission Chairperson.  Additionally, Judy is a member of the Manteca Chamber of Commerce.

Judy started Hyde Sails company 15 years ago.  After retirement, she and her husband bought and now operate a small business, Cruising Design International, which sells equipment for small, trailerable sailboats.  They currently operate from their garage in the Pillsbury/Solera Park neighborhood. Judy and Dave are active participants at the Stockton Sailing Club.

Judy and her husband, David, are the proud parents of two successful children. In addition to her public services, Judy enjoys bicycling, sailing, dog training, camping, hiking, gardening, and spending time with friends and family.
